Its pure bias of you to put her on S or SS rank for that reason as there are so many better vocaloids out there I hate to say it, but literally everything she does another Vocaloid does better. I think its insulting to put a Vocaloid like Meiko above IA, as IA does a LOT more then Meiko and Meiko is the literal definition of your average vocal. If th e vocal has a good vocal and is good and HQ it pushes vocals up. Most of this is based on what they can do if all engines don't matter. Vocaloids I've left out either because I don't know enough about them to judge or because I don't really invest a lot of time in them. Lola and Leon are B tier, Miriam is A tier, its a shame they've never had a update. Gumi has become a common vocal type so is C-tier Cul is okay but she doesn't seem to be a good vocal to use so is B tier at best Bruno and Clara are B tier, better vocals but lack a few things Maika had Maika is B tier the voice just doesn't stand out and is one of the most overhyped Uni is a better vocal then SeeU but lacks some things SeeU had, so is on par with her. Nana and Petit are A/S tier due to their vocal capabilities Luka is B tier, her voice is better then average but she lacks something other vocals had Could have been better but Syo disappointed me Kaito is A tier, its always been a good vocal, to me exclude the voicebanks extra CFM like to add and you have their best overall vocal. The Kagamines are B-Tier at best due to their overall releases being a bit underwhelming until V4x

All 4 VY vocals 1, 2, Diva and Songman are A/S tier Piko is C tier, mostly due to no updates plus he wasn't a fantasic quality She isn't super fantasic but she is better then C

Not a lot you can do with her plus common vocal type. Avanna is A tier, Oliver C tier, Sonika is D tier due to each being overlapping vocal types but Avanna is the best and Oliver is below her. Prima is A tier, Tonio B tier, both good but Tonio is weaker then Prima for sure Sweet Ann is B-tier only because for her day she is good but theres been no one to take over her vocal type since making her vocal stand out Big Al and Miku are on the same tierof B/A Ryuto is defiantly D tier as there isn't much you can do with his vocal. Meiko is a C-tier as literally everything she does. Kokone is definitely a S tier along with Ia and Una. Anything below that could have definable been better I'm working to 'C' being middle or average, meaning their good enough but vocals don't astand out. If we're talking just single vocals and we forget extra vocals.
